NCERT to soon get ‘deemed-to-be-university’ status – Times of India

NEW DELHI: The National Council of Educational Research and Training (NCERT) will soon be a ‘Deemed-to-be-University’ in the De Novo Category.
A decision on the same was taken on Monday at the Council’s Executive Committee’s meeting chaired by Union education minister Dharmendra Pradhan.
De-Novo Deemed University is an institution which can apply to the UGC for setting up a new institution as deemed to be University which will undertake study and research in unique and emerging areas of knowledge that are not offered by any existing institution.
As per the agenda note of the meeting, as the apex organization for school education the NCERT undertakes various activities and programmes, which include educational research and innovation, curriculum development, development of textual and teaching-learning materials, among others.
The degree awarding bodies for the graduate and postgraduate programmes offered by the regional institutes of education of NCERT are affiliated with the different State Universities and one Central University (NEHU).
“At present, the NCERT with its existing infrastructure and academic programmes at Under-Graduate, Post-Graduate and Research levels is functioning at par with the country’s University system.
“The grant of Deemed-to-be-University status to NCERT under the De Novo category will both smooth and strengthen the academic functioning,” stated the agenda note.
NCERT was established in 1961 under the Society Act by the Government of India to assist and advise the Government in the matter of school education. It should be noted that in recent times, NCERT made attempts to get the status of Institute of National Importance (INI). INI status to NCERT would have been unique as no institution of school education has been given INI status. However, the proposal failed to get the union cabinet’s nod.
Advocating for the deemed university status, the detailed project cited that there is a scarcity of skilled professional in the area of curriculum development, school-based assessment, inclusive education, pre-school education, etc in the country and that NCERT has the potential and expertise to prepare professionals for education in these and related areas though a variety of specially designed pre-service and in-service programmes having multiplier effects.
The report stated: “The status of Deemed to be University will strengthen the efforts of NCERT to promote educational research and innovation and collaborate with national and international agencies. It will further reinforce its role as a think tank and as a national resource institution engaged in providing technical support to the Government of India and various State Governments in the fields of school education, vocational education, teacher education and educational technology.”
